Chemtrails must be sprayed below 18,000 ft, and preferably below 10,000 ft to be worth it. They would generally be used in widespread areas of precipitation and therefore mix in with the rain/snow.
Also, the lower they are sprayed, the easier it is to contain the toxic corridor, which is based on winds between altitude and the surface and dispersal rates.

Appreciate the link. I honestly didn't believe in this phenomenon until witnessing these oddities for myself. Around sunset is when the spraying is most obvious as the sky turns a sickly reddish/orange. Strangely enough, I also have witnessed planes flying perfectly parallel spraying their toxic mush in perfect synchronicity, right around sunset as well. Its unfortunate that so few people don't bother looking up at the sky anymore, but I suppose even then they wouldn't understand the harm being done on a daily basis to our planet.
