extremely unlikely, defence is too difficult. it is hard enough to even stay alive there with constant resupply let alone survive fucking military attacks
one rouge missile (low gravity and air resistance would mean you could easily hit anywhere on the planet with a relatively small munition) and you rupture the likely inflatable habitats; boom everyones dead, nice war.
even if a base were built underground, you would need a spaceport, surface solar panels, and surface transparent habs for farming, all of witch are hard to defend against pretty much anything and repair and replacement are extremely difficult without supplies from earth that are at least 9 months away at any given time
also weapons are dangerous and heavy to transport through space, what national government would authorize and/or pay for the first heavy weapons to mars? Martian immigration and importation will likely we extremely tightly controlled for a long time
