This was a theory that originated from JP Rushton.
Basically Rushton found that there are a huge catalog of differences between Asians, Europeans and Africans. Relating to egg production, IQ levels, crime rates, speed of maturation.....etc.
What he noticed is that in all of these measures, whites came between Asians and blacks. He hypothesized that the consistent ordering could not be a coincidence, you had to come up with a theory to explain it all.
Basically the idea is this: There are two reproductive modes hardcoded deep into our base DNA. Practically all animals are capable of expressing these modes.
r-selected:

European used to have lots of kids. Many died young due to disease and in an agrarian society extra hands on the farm are useful. You might have 13 kids, but they didn't all make it to adulthood. Industrialization and modern technology changed everything. With the advent of modern medicine and the death of agrarian living having many children became not only unnecessary, but a liability. You cannot afford to live a modern consumerist lifestyle and have 10 mouths to feed. Compounding the issue is overpopulation. As medicine became able to effectively eliminate natural population checks such as childhood disease, more people started living to adulthood and having kids of their own. Larger populations mean more crowding which has been shown in animal studies to lead to increased anti-social behavior and reduced fertility. Both of these effects can be seen the human population.
While all of this has been happening in the industrialized nations, we have been exporting our technology, doing charitable works, handing out food, and even shipping doctors and engineers to the third world. Vaccination programs, food aid, etc. have enabled to third world to experience population boom thanks to high birth rates and the technology to stave off natural population control like disease and famine. Meanwhile, they lack the infrastructure to support a large population as they have traditionally had high mortality rates just as the west did prior to industrialization.
The problem isn't the r/k meme, it is the introduction of technology to societies which aren't ready for it.

Humans branched out from Africa roughly 200,000 years ago and the populations have been evolving seperately ever since. That is an extremely long timeframe that doesn't correspond exactly to your cartoonish version of a large farming family from the Middle Ages.
In the modern world, welfare has removed the checks on r-selected populations and allowed them to explode out of control. Europe ships millions of tons of food to Africa, and their birth rate has become a tidal wave threatening to break upon the world. Actually Europe's social institutions are what enabled it to advance it's population beyond a relatively primitive level.
For example, money. Farms or shops or people that were more productive made more money, and thus could reproduce more.
Also the covenant of marriage insisted on monogamy, artificially forcing the population to obey the rules of K selection, even when environmental pressures told them not to.
Not only that, but there has historically been a lot of Eugenic selection in Europe. For example, the smartest, strongest person would become king, and have sex with all the most beautiful virgins in the kingdom. Some ancient kings had hundreds upon hundreds of children.
And of course finally there's the development of the European aristocracy. Where reproduction was tightly managed for political and economic gain. The only people allowed to marry a noble were beautiful, intelligent, and bred from good stock. Thus developed a high IQ aristocratic class. This is where we got all our important inventors, scientists, and political leaders during the Renaissance.
With the smashing of the monarchies and the institution of democracy, these royal bloodlines have been polluted. But still you find them in the population.
