The reason Africa isn't the bread basket of the world is because they can't get fertilizer to farms.
By removing fertilizer you can make certain areas perfectly fine, and other areas starve to death.
If you hold the keys to life and death over a region, the farmers won't be very interested in risking that, by trading to other areas.
