It's an economical reality.
There's a very limited number of female criminals or, for obvious reasons, you can't incarcerate them with male criminals (or turn the prisons into rapists heaven).
So you need to build specific female prisons and because there's so few of them, you need to bring criminals for all over the country. Do you really need to send a female convict 3000km from her home for a 2 months incarceration ? No.
That's why many countries don't bother putting female in prison except for major crimes. In France, you can realisticaly expect to avoid prison if you're a female unless it's an over 5 years sentence. Female prisons only accept murderers, 95% of it killing their own children or husband.
Women just do less crimes.

Rule of law has to be enforced, even at cost. If we looked at this in purely economic principle, ANY prison is a huge waste of resources and we would be better off financially with just letting nigs run wild.
