I think that you're right, but not in the sense of making new jobs for Mexico.
It COULD possibly become the catalyst for Mexico to get its shit together as most of the jobs the people get are from factories taken there by the USA. By taking those out Mexico might have to rely more on is oil, thus making them get their shit together there (but trust me, they won't as other countries take those jobs like the USA, lol).
