We can't do much about it since teens want to fuck anyway and it's hard to stomp out biology. The best we can do is to stop coddling them and to stop extending "young adulthood" into the mid-30s so that when these teenagers inevitably have sex they make better decisions regarding selection and safety. As a society, we need to focus more on instilling maturity in the youth and less on cultivating the special snowflake mentality.

Don't stop them from having sex, as the more you tell a child not to do something, the more they will want to. Instead, teach proper sexual protection and habits. American schools are too scared to even say the word "sex", let alone go in depth to teach it. Sex ed at my high school was little more than "here's STDs, here's what they look like. Wear a condom". That was the gist.

Up to 18 years of age I was pretty much in my own world. 18-21 I had a mild interest in women, 22-26 got laid a couple of times, 26+ total indifference.
It's not even a libido thing, it's just that sex with whores just doesn't cut it.
Teen sex is whorish sex mostly, it's not like you have much of a developed conscience at that age, so it should be limited as much as possible.
