Your troops would need to be at least French Foreign Legion tier trained with a mid level leadership experience of 4 years military service (brownie points for deployment/combat time) and a senior leadership experience of 10+ years with hopefully 2-4 years of combat/deployment time.
This is not even counting the logistical support network that would be needed to establish such a military force. You're gonna need medical support, munitions, ammo, supplies for repairs, food, water, clothing, guns, ect.

The majority of their (few) vehicles are from the 50s, they have a total of 9,500 personnel across all branches, who, like all African militaries, are poorly equipped, poorly trained, and have piss poor morale and no incentive to stand and fight. I can't say I know anything about their command structure but there is no reason to believe it's better than their neighbors. Take Nigeria for instance, which is one of the leaders in Africa, who can't even track down Boko Haram. Corruption and incompetence is commonplace.
