"Enhanced by google" is because their other, older, web search brand ixquick dot eu uses (or used to use) bing. I think Google's license requirements might be forcing that branding to be there too.
From what I understand, they effectively proxy your searches through to google, stripping private data on the way through.
So if you search your own name you're screwed. But used carefully you should be ok

Startpage is fine but I had some strange things happen to me, I was browsing the search results and when I clicked one of the links using the startpage proxy, the page didn't load it was completely white, except the header of startpage, so I tried to unmask the link to view without proxy because I thought it could be the cause (clicking the link in the header) but the site it gave me was filled with ads and iframes, all links were replaced with pop-up scritps, yet the URL wasn't even wrong, it was a mess I'm still surprised it didn't get me any virus. The site I wanted to visit wasn't anything special, when I manually wrote the URL in the firefox address bar it opened without problems. I believe startpage's infrastructure may be compromised, watch out.
