Most Popes don't use infallibility. There is a formal structure and formal rules to how a Pope uses infallibility. That is why it was made dogma at a certain point, so that people wouldn't be confused as to when there is infallibility and when not. It is a very unimportant matter that only deserves gettings discussed because it triggers protestants.

Infallibility has only been used in unique occasions, and only to define dogma that was always believed by the Church but wasn't an obligation to be believed. So the Popes never invented anything when they used it.
