I've been there. Work is coming along nicely. The memorial very beautiful and calm.
On completion, I expect a quiet celebration. Americans have tougher things to think about than the opening of a skyscraper. I expect a news show and some fireworks, but that's about it. Many will grin into their coffee mugs at the silent victory.

The land was tied up with cleanup and then, iirc, wrangling between real estate Jews and the city and choosing architectural plans. This took five years, construction started in 2006 on WTC One (the big one).
The other towers and transport hub started construction in the following years. WTC One was finished/opened in 2014.

It's now a hybrid of a depressing memorial and modern office complex. The hole where the first tower was is directly in front of the entrance to the new 1WTC so you have to focus on the memorial as you go inside.
