The only way to prevent that is to knuckle down and get some infrastructure and rules in place at first opportunity. Things like set voting times and speaker elections are an absolute must IMHO. Otherwise people will pull bullshit moves like waiting until everyone else is asleep and sneaking shit through.
Might want to consider using at least some of the numbers from yesterday. So players bother to show up.

Well, there's a pretty easy way to figure that out.
Speaker elections.
Have the nominees put what times they plan to host in their platform, so that people whom want sessions at a certain time can vote for speakers that represent their demographic.
You could either have a different speaker per day, or a dedicated roster of two or three that run sessions multiple times a week. I know the original NatSoc party was mostly European, so have trouble making America-centric sessions, so they for example would be likely to vote for a speaker that works with their timezone.
That way everyone gets to play.
Of course, all this is purely opinion and should be taken as such.
