Even in the midst of what was supposed to be the strongest el nino ever, sierra snowpack in march was only 96% of normal and by the end of april was down near 30% of normal for that time of year. Last year it was less than 5% of normal. There's only so much water we can pump out of the ground, it's a limited resource. Desalination isn't a terrible idea, it's just incredibly energy intensive. But perhaps seeing as how the central valley is an integral part of the nation's fresh food supply, there could be some damn investment in it.
