Because you can still think musical sounds without learning theory.
Theory is amazing and helpful but you can get very far without it. If you can sing it or think it you can play it, you just have to spend some time working it out.
The best thing is to have perfect pitch and to know theory so inside out that you can just perfectly and instantly play whatever you think or hear from elswhere.
You do need theory and proper training to reach the grandest heights of composition and improvisation.
But most people never listen to intense expertly composed music. Most people like to hear some style and attitude and experimentation.
Hendrix had decent theory knowledge as well as a lot of natural talent. Drugs helped too.

Music theory isn't hard to learn. Most musicians don't even have to know theory to be competent or have a career in it. It's just a way for musicians to give names to things that are self-evident, like intervals and harmonies. Everyone knows what these things are by listening but music theory extrapolates on the subject.
Having said that, Hendrix did know theory, but no he wasn't the paragon of guitar playing like his fanboys want to say. Most overrated guitarist ever, every guitar player alive today can play better, can write better music, has better gear, better guitars (manufacturing standards have increased dramatically since the 60s and 70s) and has better production methods. I'd go so far as to say that Hendrix was a bad guitar player. He was sloppy, clumsy, had shitty tone was mostly drunk or high all the fucking time.
