What's important is that none of the combat arms roles are being outsourced. Some of the security work is being done by contractors. This is what people think of when they hear the terms PMC or contractor. Basically they provide security for military or NGO personnel and supplies. You'll see contractors guarding important business people, foreign nationals, diplomats, and NGO infrastructure.
The biggest outsourcing is shipping for the most part. Private truck drivers employed by companies like KBR did a lot of the logistics in Iraq. Also essential services for troops and government employees like food and water purification were handled by private companies (some controversy there).
A lot of military construction is privatized, and because these construction companies are protected by US military personnel at the outset, they become very prolific and maintain contracts with the local governments.
This is all to reduce the number of troops needed and avoid a draft. Wars are less popular when you need a draft, but the soldiers being replaced by contractors would primarily be those who move supplies. It also has the side effect of padding pockets. 100,000 American sons get sent over there, people want to know what they are going through, 100 million dollars goes to a private company, nobody really thinks to check for wasteful spending.
