That 250,000 isn't how many people bought the comic, it's how many were ordered by all the comic shops and what makes that number so high is the requirements to get "variant" covers. I think Black Panther had about 8 different covers, so a shop would have to order a certain amount of "normal" issues to secure just 1 variant.
