You can't guilt trip a shame culture. Chinese do not internalize guilt like westerners because they lack an Abrahamic religion. The only way to shame a Chinese is for there to actually be social consequences for an action, and because there is not quasi-religious guilt ethos to appeal to in the first place, you will never be able to get large numbers of Chinese to self-regulate against "racism" or "intolerance".
Their whole CIVILIZATION is based on intolerance, and that's a good thing.
