They're trying to tie in the alt-right talk of "immigration is not always good" with the fact he red skull uses his speech to make suicide bombers. They probably will go on an arc where they'll all go "Oh captain america was secretly a good guy all along, also he won with the help of minorities because all of them are good as well."
