It's based on a solid branch of science (genetics), but making selective breeding or sterilization part of government policy is a very dodgy issue.
Genetics is such a complex field that alterations made to the frequency of one genetic trait could unintentionally affect a related genetic trait. For example, prior to the late 1940s, one could have started a eugenics program to eliminate or reduce sickle-cell anemia, which is a serious issue in parts of the tropics. However, at the time, nobody knew that carrying the gene for sickle cell conveyed immunity to malaria, an even bigger threat. Thus, starting a campaign to eliminate sickle cell would have had the unintended effect of increasing malaria infection rates. Couple such a concept with the fact that we don't know everything about the workings of human genetics yet, and you've got a recipe for some rather nasty outcomes.
That's just the argument from a purely scientific perspective. Bioethics brings in a shitton of other complications.
Not to mention that eugenics is literally giving the government power over some of the most intimate parts of human existence. Do you really trust government with that power?

Who's to say that an autistic savant or highly talented individual with mental illness isn't flourishing? Einstein may have been on the autism spectrum. Selective sterilization or breeding to eliminate diabetes, bipolar disorder, cystic fibrosis, and other genetic disorders would have robbed us of geniuses like Bach, Schumann, and Chopin.

But you are wrong even in that regard. Sickle cell anemia is a harmful genetic mutation that seems to have properties that protect against malaria. It was evolution at work humanity was developing an immunity towards a very effective disease that wipes out hundreds of thousands of us per year. All positive/harmful mutations come from initially negative ones i.e hands probably started off as weird misshaped growths that turned into proto-limbs then hands. A new form of sickle cell anemia could have evolved that doesn't have any of its bad side effects but keeps its malaria fighting properties. Eugenics is just too short sighted. The manlet gene might contain something that saves out species from extinction. Natural selection is still chugging along and its pretty munch supercharged now. High quality people have more access to other high quality people. People can leave their home town and do online dating instead of setting down and regressing back to the mean. What do you think the upper middle class is doing. Just look at the kids coming out of the Ivy Leagues generations of trophy wives and brainiacs are creating a class of super bright and also super attractive young individuals

Chill out.Sickle cell is a terrible congenital condition. What you seem to have failed to internalize is that it's also a recessive condition. Meaning that both parents would have to carry the gene for the mutation and pass it on to their offspring. Even the carriers of this gene have increased immunity to malaria so natural selection progresses as usual. The reason there is such a high concentration of sickle cell anemia in areas with high malarial infections is because the people who carry the recessive gene do not get malaria while also having more children with others who are more likely to also have the gene for the anemia.
