Besides constructing a giant terror weapon, not a whole lot is explored. In the first movie, it's briefly mentioned how the Emperor is dissolving the senate, sweeping away the last bits of the old republic, and taking total control, but you never get a good picture of the effects of all that.
The only civilian places you see are Mos Eisley space port and Cloud City so there's not much to gather in the way of seeing what all the Empire has done besides make cool looking space ships and uniforms.

The problem is that as you dilute it, that potential becomes harder and harder to awaken. But ultimately if never had any magic lineage, or it got diluted to the point of significant digits, you essentially can't cast spells.
