i think this is good idea but it won't pass
at the moment we have a problem because germans earn less money in germany than they would in switzerland so they live in germany in relatively cheap appartments in germany and work in switzerland and pay no taxes or buy anything
and if the initiative would pass every worker in switzerland would earn less and probably the germans will stay in germany

The success of something like this will depend heavily on the culture/quality of the people of the country, as well as making sure not to allow hordes of immigrants in.
