Ok, so the official explanation for the discrepancy in a special electoral district (Sonderwahlsprengel) for the city of Linz (more cast votes than people eligible to vote: 21,060 vs. 3,518) we got is this:
The total number includes:
- absentee ballots
- votes cast in special polling stations in sanatoria and retirement homes, as well as votes cast via so-called "flying" polling stations visiting people at home who are too sick/frail to leave home but want to vote in front of a commission instead of sending absentee ballots
- Austrians abroad qualified to vote in Linz
From all of these, absentee ballots have no corresponding electoral district, they can be (personally) cast anywhere, hence no number of eligible voters.
The guy overseeing the voting in the ministry of the interior called it an unfortunate spreadsheet design pooling all those different sources together, hence the misunderstanding.
All this is mildly confusing, and all the explanations I've seen in the different news sites differ slightly. I tried to make sense of them all, summing it up.
