There is no such thing as "stealth." All it does is lower radar visibility. That is, reduce range of detection. In military jargon, "reducing the bubble." (The bubble being the imaginary dome surrounding the radar representing the detection range.)

So, the PAK FA has what you call "stealth." It is not as good as the F-22 at reducing the bubble, but it is better than nothing (and certainly better than the F-35.)
