Without technology blacks would die out quickly in the north. The gene sets are so different because in cold climate it's harder to survive, you need more planning and make sure you deferral gratification by letting your crops grow. In Africa you don't need that, good running speed and endurance if more preferred there to hunt animal and make them collapse from exhaustion.
Whites developed far higher IQ because of this, blacks only needed to be strong runners to survive. Whites will manage to survive in Africa because they're genetically superior for living in harsher environments, their IQ let them build societies and use better hunting methods.
