That's the problem, I'm not sure there is a good place currently to establish a place like this. The best options are third world countries (which are usually filled with scum-of-the-earth genetics) or places that are relatively uninhabited, like in remote places in Canada, Alaska, or Siberia. But these are places that nobody would want to live in anyway, and the few people who are willing to move there will eventually lead to a second generation that will be filled with people who will want to move back out of that climate.
There's always a chance that in a few generations, this place could socially degenerate into another cuck nation like we see in Europe. And if this cuck nation is in somewhere like Africa, it's doomed to get flooded by the surrounding peoples. And I wouldn't want my future descendants to be in that situation.
