I mean, you have the Captain Planet type shows, where a group of five "diverse" kids fight evil, and there are plenty of those.
There's Alfred J Kwak, where the protagonist duck who's dutch, dates a black duck who escaped apartheid. Yeah, this show is pretty retarded. Even has a Hitler crow in it.
Then there's that 80 Days Around The World shows with the cartoon animals. The British hero, who's a lion, ends up with an Indian girl who's some kind of ethnic, purple cat.
Jem dated some guy named Rio Pacheco, who has noticable darker skin and is probably a spic.
Also, while not a cartoon, the show Saved by the Bell, had a very prominent relationship where a spic dated a white girl (actress is Jewish, but still).
I'm sure there are plenty of other examples, but unlike today's generation, I stopped watching cartoons as a kid, so my memory is pretty fuzzy.
