The 767 is significantly larger, carries more fuel and is capable of flying at higher speeds. When they set the design requirement, they concluded that the plane would be flying at low speeds, and or in foggy conditions. Not a single engineer considered a 767 with a cross continental fuel load would hit the building at 466 mph.
You're also ignoring the "I believed that the building could PROBABLY sustain multiple impacts"
Here's the thing, back in the 70's testing a design required a lot of maths and very little verification, for something that they considered unlikely, they probably calculated its strength against an impact based on the maximum wind load per square foot.

There was an express elevator, but there was never one shaft going directly down, it still stopped at the sky lobbies, which were large self contained rooms in and of themselves. What you are describing is not physically possible with only 50,000 gallons of fuel.
