Youtube has been doing that maybe 5 years. About 1 year after google bought youtube they started that.
There's an easy way to check if you've been silenced. Open a new youtube tab, log out, then go back & refresh the page. There is different levels to that shit. Groups of people who have been level 1 silenced can read each others' comments so long as they're logged in. Level 2 silenced nobody can see your comments except you when you're logged in.
