In my short time (1.5 years) I've seen mostly hardworking, good-natured sailors in the Navy. I've also met some crazy, idiotic and nigger-ish sailors in the Navy, too.
They come in all types.
The way the Navy deals with them is 2 ways: 1) if some nignog tries to steal, is a shitbag or causes trouble they'll get thrown overboard. Brig is also an option. NJPs, reduction of pay/rank and extra assigned duty are honestly the most merciful punishments.
2) Believe me, the Navy cares about its public image a lot and does not hesitate to throw people out. If they haven't already been kicked out, shitbags won't get offered re-enlistment and that's it.
Any sailor with at least 2 chevrons or more is likely a decent human being because they wouldn't have earned them otherwise.
