Ramen noodles can be swapped with just about every fucking pasta dish as long as you keep out the seasoning. Tomato sauce is $1.50 a can when not on sale, ground beef cost just over $3.00 for a pound. We easily made 2-4 spaghetti meals out of $5.00 - depended on the sauce+beef to noodle ratio.
Oatmeal for breakfast. It's healthy as fuck and costs nothing. If you're not cash strapped then adding milk and butter makes it real good.
Our favorite during winter was grilled cheese and tomato soup. Tomato soup was like $0.50 a can (we used two), bread and slices of cheese were....$4-5 and we had plenty to spare.

The real estate is so price that the grocery store is tiny and sells more imported cheese than beer. Yet a pretty big bag of onions is $2 and green peppers are $1/pound. Tomatoes are usually less than $2/pound.
