So taxpayers would still pay state tax however it works in states for much roads and cops
Its arguable that trumps plan can be revenue neutral but only if he does the absolute unthinkable like remove / reduce money from some ridiculous unaudited budget and create other "efficiencies" in government.

Trump plans to lower taxes for the middle class in an attempt to save them from their current doom as the middle class is being utterly buttfucked by the outsourcing of jobs and the taxes (which damage the income which already has been lowered due to the wages going down), since the middle class is the motor which keeps the US of A running it's a smart idea to ensure their survival. Trump also plans to bring back outsourced jobs in order to stimulate the economy, and to repatriate money who've placed it on foreign banks, so that it may be invested in American businesses. This would help the struggling middle class greatly, and is supposed to strenghten the American economy. The deportation of millions of illegal immigrants would be a devastating blow to those who wish for lower wages, as they lose a vital part in their plan, that is, useless people willing to actually work for those lower wages. This would help the lower class (who've been struggling to find jobs).
Bernie's plan is more socialistic by nature, his plan to immensely tax the rich and tax the other 'classes' more aswell so that college can be almost free of cost and the population can be educated. A social democratic plan, however doomed to failure as a welfare state in a non-homogenous society with an individualistic culture is simply doomed to fail. There's no other way to put it, it's just naive...
