1A. He is within his power to order the deportation of 11 million illegal immigrants since the executive branch is in charge of enforcing the laws of the land.
2B. The Patriot Act (which Obama never lobbied to get rid of and used to drone some folks) gives him extraordinary power dealing with terrorism related issues such as immigration. He can and will issue the temporary ban of immigration from terrorist states.
3A. He can divert Homeland Security, ICE, Border Patrol, DEA, ATF, FBI, IRS, Treasury, Secretary of State and other enforcement agencies to use all available means to enforce the border before an extra cent is approved by congress
1B. To build the wall we must fund the wall. The wall means a million shovel ready jobs. The wall means 100,000 good paying jobs. The wall means smart technology required to enforce including drones, sensors, satellites, computer networks, etc. That means procurement through government contracts. Smart corporate lobbyists will smell the money and push for their technology to make it on the wall for potential lifetime contracts. Follow the BEST wall plan to maximize economic output and get Musk on board with Hyperloop funding. Package the wall as part of a transportation funding bill that funds making the interstate highways great again. We need the complete the I-11 canimex corridor to enhance fair trade with our neighbors.
2B. Trade agreements have to go through congress. To get congress on board you need a plan to show manufacturing gets back to key districts. Make sure depressed manufacturing districts get key wall related contracts build up the manufacturing base then grow from there to negotiate fair trade from a position of manufacturing strength.
