He rejected The Boss at the end of Peace Walker. And he's not a zealot, he's just a mercenary creating a sort of labour union for other mercenaries (usually disenfranchised soldiers who have nowhere to turn to, no country to serve).

Zero thought it meant extreme globalism and control to minimize warfare for profit, but still keep it perpetually fought in smaller nations by proxy.
Big Boss no longer wanted soldiers to be used by their nations as disposable pawns. So he created a "nation" of mercenaries. Rejecting the boss at the end of MS3, but still taking her words to heart about what it meant to be a soldier. He wanted power through control of military strength, rather than information in contrast to Zero.
The Boss just said that the less destructive path is following the pre-existing course of human nature. Yes, times change sometimes for the worse, but its important that as soldiers the best thing to do was leave the world as it was. She understood that when one tried to shape the world in their image they only hurt it and would become corrupted by their own ideals.
It took Solid Snake to realize that as a soldier and a man the best thing he could do was live his own life.
