It's not that black kids are dumb just because of the color of their skin. All races have equal chances at birth, and skin color doesn't say anything about the person itself.
However, from the skin color you can infer the fact that most likely his parents are negroes, his grandparents are negroes, and the people they interact are mostly negroes (because they have a natural tendency towards segregating).

Skin color matters because of sun-resistance and camouflage, along with aesthetics, although I assume you are referring to the races of Humanity. To which I ask, why does it matter to be you? Why, the hormones and philosophies coupled with knowledge/memories, of course! So philosophies are choices, but largely affected by culture. But what about hormones? They're biological, and that's why race matters intellectually. It matters physically because it affects size, facial/bodily structure, food tolerance, and many more. Although this is also affected by activeness, health and other factors so there's no "one-size-fits-all".

You know, that strategic position is quite valuable for a country which wants to dominate globally.. That is besides the plethora of military R&D we exchange as countries.
