All other portions applied to government discrimination. The 14th Amendment applies to government discrimination.
Title VII in particular is why a relative handful of Republicans voted against the CRA of 1964. Nearly half of the Democratic Party voted against it because they wanted to keep their state discrimination laws which told businesses who they can associate with.

If the government oversteps the bounds provided by the people, it is the responsibility of the people to force them back. In the case of the US, we are supposed to force them back by voting. Judge Learned Hand captured the sentiment perfectly over 70 years ago:

Except it does not. The writers were very clear about why the phrase "and subject to the jurisdiction thereof" was included. If it was meant to be interpreted as it is today, the sentence would've read "All persons born or naturalized in the United States are citizens of the United States and of the State wherein they reside." The additional words were added for the express purpose of not granting citizenship to foreign nationals.
Even the most relevant Supreme Court to the discussion, Wong Kim Ark, does not grant plenary anchor baby status. Wong Kim Ark applied to the children of legal residents. The State Department decided some years later to grant plenary anchor baby status. Unfortunately, I do not know the exact year in which the State Department made this change, but it did not come from the Supreme Court or any court, for that matter.
