The places HSR could really speed don't have the population to support them and the places that could actually use the capacity are built up and prohibitively expensive.

Spain invested like half of the money for twice the length, around 34 billon Euros to get 2500km of high speed rails between 1992 and 2012 (the 2nd longest HSR network in the world, currently exceeds 3000km). I get that labor is more expensive in the US, but so much more expensive?

This train project is a massive boondoggle. Diane Feinstein's husband got the contract to build the first section of it. They are starting construction in the middle of fucking nowhere.
