Not really. Detroit's government refuses to let any development be done until decades of back taxes are paid on abandoned nigger properties. An entire city block worth of properties may only be worth $600, but there are hundreds of thousands of dollars in back taxes and unpaid utility bills that the government demand they be paid in gibs before they'll release the deed.
