The only real qualifier for being a "conspiracy theory" is usually the government telling you you're wrong. There's also a big negative stigma against the phrase conspiracy theory that immediately makes uninformed people think you're absolutely nuts.
I believe a large portion of conspiracies have truth within them, or to have great nuggets of truth hidden inside. The problem is, by their very nature, conspiracy theories are discredited and thus there is no official process to validating them.
For example, one of the most likely true conspiracy theories is that 9/11 was an inside job. The problem in believing this theory however is that there are 2000 variations of the theory ranging from: Hijackers were allowed to hijack and crash the planes, towers were detonated by preplanted government explosives (a plausible theory) to: the planes see cgi and missiles struck the towers (a completely rediculous theory that discredits any intelligent theory.)
Also another thing that works to discredit conspiracy theories, is they are all lumped into the same category, so you have most likely true theories such as:
