This does not always get applied equally in the court system, but here is how it is supposed to work here:
Nobody, including cops, can use lethal force unless there is an imminent threat of death or great bodily harm to themselves or another person. A few states may have allowances for defense of property, but this is going to be taken to mean something like abode, not just any property. Don't burn down my house, in other words.
Whether as a cop, or somebody getting your CCW, you are not taught to shoot to kill. You are trained to shoot to stop. You are trained to shoot for center of mass because that is the biggest target, and if your first shot hits the guy in the head, you have stopped him. If you shoot 4 times, miss all four, but the guy has stopped, you are supposed to stop shooting, regardless of whether he is dead, wounded or unwounded. I've shot in three gun matches, hitting a moving target that is long and thin as a leg or pelvis is damn fucking hard in a controlled setting where the plates aren't moving at me with hostile intent. Every fucking bullet is going to keep going and I'd much rather put 6 bullets into the torso of a nigger than even allow one go where I don't know it'll end up.
Cops have multiple jobs and I frankly feel I train more than the average beat cop because it's not my job to be five things at once and a target shooter on top.
