It does have to do with parents no doubt. When you raise a child you have to push them to succeed, and in many ways teach them. Kicking your kid out at 18 isn't the way to do it though; actually most parents just send their kids off to university and say goodbye but that isn't going to teach them either, they will just turn into bernouts who want free shit.
My opinion on what causes NEETs is a combination between bad parenting and getting a job at a younger age. If you push your child to get a job before or around 18, their chances of neethood go down considerably.
Basically you guide them towards a job, stop paying for all of their shit, ask for rent at some point if they want to stay at home (not to line your pockets, but to teach them that living is not free) this will give them employable skills and understand that work = money = self sufficiency.
They will usually gain friends from coworkers, build employable skills and connections, and advance throughout the work force. This is how you solve the NEET problem.
NEETs are literally a result of young adults in their early 20's not understanding how to become self sufficient, getting away with the behavior of doing nothing which creates no social skills and builds bad behaviour (they just sit home and game all day) they don't develop any meaningful relationships and it makes it increasingly harder to get back into the work force.
Parents need to start pushing their harder to work and become self sufficient if they want to stop the NEET problem of entitled young adults living in their parents basements whining to their parents for free shit.
If you are above 18 and still ask your parents for money, live with them, and whine to them, you are a fucking child that needs to develop some social skills, get a job, and become self sufficient.

I see how much harder I'm gonna have to try than the average person to succeed and get everything I want and it's just overwhelming. The government says I'm expected to be unable to work full time. To be honest I've beaten a lot of modest predictions made for me but long term doing much more than supporting myself with a job seems overwhelming.
I just don't see a way forward towards being able to hold down a relationship and a family and it puts me in despair. But the computer? Neets don't have the dosh to start literature, music, or any kind of self-teaching just like that. Those activities cost money too you know. And internet is a blessing. A double edged one too, sure, you can waste a lot of time but it is not a as passive as TV where corporations decide what you watch, and what products you should buy via ads.
With computers at least you are able to choice: Only yourself can stop you from start downloading pdf, software, tutorials, etc. that cultivate you.
