There would still be some kind of rules you'd have to follow if you want to live in a community. If people in your community don't want you to touch their children, you won't, otherwise they'll most likely kick you out or kill you.
If you are living on your own and come across a lost child, no one is going to prevent you from fucking his brains out. But if his parents are looking for him later on and discover what you did, chances are that you'll be killed.
