Not entirely. There was a whole story specifically about lionizing the use of expensive and valuable items in direct reverence to God. The story goes that Mary Magdelene washed Jesus' feet with incredibly expensive and valuable perfume, and one of his apostles started chastising her for "wasting" her money like that, only for him to be rebuked gently by Jesus himself. It's not a waste and it's not sinful to create beautiful things or "waste" valuable things if it's utilized directly in worship of God, whether as part of his houses of worship or any other aspect of worship.

Only because they the current state is not ruling in their interests. Historically the Church has been extremely statist and had no problem letting the state do its dirty work so they could remain pure.
