Also, American isn't a race. So calling someone a German-American is calling them German.
Answer is 2. German means 100% German descent. Blood is blood. You'll never hijack a true meaning of ethnic identity name. 1st is a plastische deutsch. Passport holder, nothing more. #1 is a German citizen, not an ethnic German. They will never be ethnically German, although they can be productive German citizens, but I doubt a Somali is very productive. #2 is an American citizen of German ancestry. They are German by blood, but by the nation they are American.

Being German is being part of a racial group. My family has been in Canada for 150 years but I'm still ethnically German and Dutch.
