Honestly, I don't know much about the specifics of dodd-frank but just going by the fact that it was a knee jerk reaction to regulate the shit out of everything in a market that had just shown it was horribly under regulated, I'd say it needs a bit of dismantling.
At the same time I'm sure that there are several regulations, specifically on the housing market, that need to stay in place.
Rather than saying he's going to dismantle it he should say he's going to review it and see what's really necessary now that it's 7 years later.

Dodd-Frank was worthless. We need meaningful reform of the banking, finance and investment markets. I am not for government intervention, but the removal of glas-steagall is directly related to the effect the 08 crisis had on americans and the world. Consumers, governments, and the global economy should not be on the hook for investments. That risk lies solely with the investor.

Protip: regulation (like Dodd-Frank) usually makes it harder for new businesses to compete with established entities. They have to jump through lots of red tape while the big shot companies just have to have their lawyers do a few more things. Sure, Trump repealing legislation will directly put more money in "fat cat" pockets, but these fat cats will now have to compete with smaller banks or businesses that no longer have to sacrifice three goats and divine the stars just to navigate the regulatory system.
