Read up on Austroslavism. Slavs in AH didn't have a history of nationstate-hood and weren't that keen on living in a separate state. They did want more autonomy etc, but separatism wasn't mainstream.
The hungarians were problematic because they did have a history of being a state. and even franz ferdinand considered the formation of AH as a dual monarchy a mistake.

I'd suggest pegging every nations' currency to their main means of energy production, whether it be coal, oil, natural gas, nuclear, or manual labor.
