The base is the economic system, feudalism, capitalism, socialism, etc. Different modes of production. Each results in a different superstructure.
The superstructure is the morality, culture, beliefs, religion, media and so on, which is formed by the base and reinforces the base.

He wrote it to a newspaper 2-3 years before the publication of "Communist Manifesto" and you can find it easily in the website marxists.org
