Nothing above Santiago is worth your time, with maybe the only exception being Valle del Elqui.

I'd recommend anything from the VII region downwards, from coast to mountain, but you should avoid the XI region because the indians there have been at war since the 1500s and to this day they keep blocking roads and burning houses.

I've graduated from Unicamp my friend, I know how wasteful the system is. The problem with brazilian education is multifaceted:

1. The money is poorly distributed: the top of the pyramid (universities) get disproportionally more money than the rest of the system, because taxes go mostly to the federal government, then to the states, and at last the municipalities.

2. The money is poorly managed: everybody knows the government is slow and wasteful with it's resources. Money is wasted on programs that serve as reelection platforms and nothing else. Ciencias sem Fronteiras for undergrads is the biggest waste of money I have ever seen. First of all, the undergrad curriculum is the same everywhere, it's basic shit. Second, they were sending people that couldn't even speak the language of their countries. Third, I know people that literally got to travel through all of Europe without attending a single class for an entire semester, all on taxpayer money.

3. We need more money: even if administration was effective, reality is Brazil is huge, and even top universities are falling apart. We would also need to triple the salary of a school teacher so it becomes an attractive career for actually motivated people. That I think is the biggest problem, infrastructure so we get more technical schools with good programs and wages of elementary-high education.

4. Brazilians are monkey people: brazilian students rank on the top of the most undisciplined students worldwide. Not paying attention, being disrespectful, skipping school, bringing the cellphone to class. I remember a study done many years ago: with a 5 hour school day, japanese students would waste approximately 0,5 hours, compared to brazilians wasting 3,5 hours. Brazilian society also gives no prestige to people who study.

I don't think university wages are that big of a deal though (retirement pensions are), they pay on par with the positions they could achieve on the private sector.

Buy a car in Santiago de Chile(what I did) and do a roadtrip through Patagonia. Bring camping gear because it's more expensive there(never buy from Doite, Chilean Chinese shit). Buy or pirate 'Trekking in the Patagonian Andes' by Lonely Planet. Great hiking guide with maps of treks. Visit Reserva National Cerro Castillo, very few people and beautiful. They have nothing. Their natural resources is negligible. Their big bet was wine, and it didn't pay off. In fact, they spent an entire century paying off trade deficits. All the gold shipped from Brazil to Portugal was sent straight to the British Empire. They are really just another cog in the EU engine, they manufacture lots of stuff, but it's all parts of other shit. A tourism shift is a positive turn, much better than parts of eastern europe. All in all Portugal would really be insignificant without the EU, little power to trade or attract investments.
