Money has a definition (medium of exchange and store of value which fulfills certain qualifications like portable, durable etc) regardless of any legal decree, gold is money. Proof? countries and laws crash and burn into dust, but the money, the real money, remains, gold.
A 'legal concept' is "legal tender" currencies, and that means paper money, or pretend money, decreed to be 'legal tender' at gunpoint by government.

Scarcity, money was mostly based on rare metals (= you can exchange X amount of money against X amount of gold/silver/platinum/etc at any instant) who don't corrode/desintegrate and because the planetary stock is stable and grows slowly
So money had value because people trusted the structure who fabricates it (the state in most of the case, Euro is special) to back it with gold.
