Depending on your area either a really hysterically bored guy in some dark office with a computer in front of him, or a completely automated self networking system that has a sysadmin from a major company remote in every few hours.
I did the former (actual personal control) in shifts since my city's council was too retarded to actually do anything good with their budget, and I can redpill you on a few things:
1: It's fucking hysterically boring. We sit there and let the computer do it's work with timers and occasionally manually flip lights or monitor traffic.
2: I have on occasion done the thing in movies where a hacker will make every light green for his buddy, but instead I made every single light red when safe (AKA only one person was in the intersection, that being him) and shit stirred him about it when he got to work 15 minutes late.
3: We communicate with 000 very often, so if you suddenly get stuck at a red light for an extremely long period of time, that's either us manually flipping lights or specially equipped emergency vehicles taking priority. By the way, get to the fucking side of the road you pricks, you're like a bunch of mentally deficient gorillas.
4: My favorite fast food place is Subways, the Chicken Teriyaki got me through some very bad times.
5: My bosses' last name was Goldberg.
I can't tell you much about the automated systems other than that they have detectors set up to tell the difference between normal cars, cop cars, trucks, and ambulances/fire trucks.

It's essentially a high dimensional non-linear controls problem despite being on a linear map.
Ultimately we try to minimize the expected value(or average of) time any random sample of vehicles spend behind every light. Once we get that down we try to adjust it to traffic density.
It's pretty much an unsolvable problem and post-docs like me are still dicking around in academia trying to figure out more effective control laws to make the systems work better.

I actually helped reprogram some a while back.
The ones we were working with ran off of a simple circuit board with a timer and a sensor on it to detect if pedestrians pressed the cross signal or if there was a car waiting at the intersection

They legitimately are; there are multiple rules for when you can and can't turn without or without a green arrow at a traffic light, which can vary by region or state. Roundabouts go in one direction, and you have to give way to one direction

it is completely possible to program and hack the street light signals if you know the correct combination of taps, hold-down , and timing the taps at any crosswalk button
all you have to do is analyze the circuits interval and structure and know a little bit of the computer language and command sequence
