They do however try to pass laws that would make it harder/impossible to leave apartements empty for most of the year to sell them as holiday apartments instead. The reason for this is that, as most major cities, Berlin rents are ridiculous and it is a little silly that the people actually living and working in Berlin can't afford a reasonable apartment in the city because tourists use the flats for 2 weeks and do nothing with them for the rest of the year.
